May 4 2012 – Kimberley, North Cape, South Africa” – ‘North Cape Teacher’ writes: “Below are scans of faxes that went out to Northern Cape schools (both primary and secondary schools) on 25 April 2012. It orders us to constantly assess, re-assess and assess again pupils who score below 60% passrates – ordering us to continue assessing such pupils, even severely mentally-disabled pupils who often cannot read or write, until they ‘achieve the minimum 60% passrate…’ the teacher noted in a letter to Censorbugbear-Reports. This order goes a long way towards explaining the 544 SA schools which had achieved ‘100% or even higher’ (!) passrates last year… official SA govt matriculation pass rates for 2011

Pathetic attempt by ANC-govt to fake improvements in pass-rates:
Comments the teacher about the above document: “To me personally, this seems like just another pathetic attempt by the ANC government to fake improved pass rates, due to this order that from now on every student must get 60% passrates, or must take an assessment test again and again and again until he does…
FROM NOW ON EVERY STUDENT MUST GET 60% (PASS RATES) OR MUST TAKE AN ASSESSMENT TEST AGAIN AND AGAIN TILL HE DOES….
Writes the teacher: ‘to me this seems like trying to beat blood from a stone. This order boils down to this: Formerly white schools (model C schools) will have to try and try to help their “lesser talented” students pass until they finally give up and just give them that 60% mentioned in the document attached. “Black” public schools will very likely simply give the pupils the 60% that they need from the get-go.

“To further ridicule this policy, I have to mention that the ruling African National Congress’ party ‘s Dept. of Education has also adopted the policy of “inclusive learning” years ago.
This forces schools to accommodate even those children with often very serious mental disabilities to enter mainstream public schools. Most of the former schools that were able to accommodate these students with specialised teachers and training, were however shut down, due “a lack of funding” and their specialised teachers sacked. LSEN-funding dropped
“Most South African teachers do NOT have the specialist training to accompany and try to educate these “LSEN” (Learners with special education needs) children.
“While the LSEN pupils are allowed to progress at their own pace, they now will also have to be assessed on the same scale as normal pupils. Thus a LSEN-child in grade 3 which cannot even spell its own name, will now be required to achieve 60% passrates – and the teachers will have to assess and reassess them over and over again until they actually receive that score…
I n other words — reactions to this will be inevitable. This order applies to oral assessment tasks as well as all practical assessment tasks.
Personally I see this as yet another example of how the ANC is dumbing down the South African population and faking pass-rates.
This is indeed identical to their faking the annual crime-statistics in South Africa,’ the teacher concludes.
