Senior Vereeniging cops sold confiscated drugs – trial

Johannesburg Senior police officers at the West Rand targetted Nigerian drug-dealers and 419-scammers in flats around Gauteng, collected their drugs – and then sold these on to drug lords and syndicates at cut-rate prices… the South Gauteng High Court heard on Tuesday.

    PEPoliceAirwingDaggaCatchFeb2008  Picture: Many dedicated police units throughout South Africa still collect huge supplies of illicit drugs each month – especially the locally-grown marijuana; but also large supplies of smuggled cocaine found at the airports. There now is increasing evidence however that  the SAPS is beginning to lose its centralised authority over individual police stations, as this testimony in the Gauteng High Court shows.


    According to this week’s court testimony in the Gauteng High Court, one man who had collected the drugs to sell for the officers was arrested by another police unit for drug possession – yet a day later he was released without any charges laid against him.
    • This was the testimony of Norman Kokoeng, who told the court he was recruited as a police informer by Senior Superintendent Dumisani Jwara, 43, between 2004 and 2005.
    Jwara, Captain Landro Mokgosani, 39, and Captain Victor Jwili, 38, pleaded not guilty to 13 charges on Monday. The fourth accused, Captain Sakhepi Caiphus Shange, died in police custody in July.
    According to Kokoeng: "He [Jwara] called to say he was promoted from Vereeniging, to a senior superintendent position on the West Rand, and suggested that he should de-register me as an informant in Vereeniging and register me as his informer in the West Rand."
    • "He then introduced me to Captain Victor Jwili and Captain Sakhepi Caiphus Shange… He told me not to worry as we will operate like we did in the Vaal."
    Once this was done, they and other officers continued to raid flats in search of drugs. "We usually found drugs, money and 419 scam documents… Depending on the amount of money, we sometimes took the cash only and left the drugs."
    Every drug dealer has a ‘police officer-friend’…
    On occasion they encountered problems as most Nigerians they targeted called ‘their police officer friends’ and told them of the raids. This prompted them to abandon their operation or conduct it properly, by declaring the drugs, instead of selling them.
    Dealing at a Randfontein church
    At one point Kokoeng’s friend Kenneth Bogopane was arrested for drug possession after the two had collected cocaine, Mandrax and ecstasy from Jwili at a church in Mohlakeng, Randfontein. Jwili, 38, was conducting the church choir at the time.
    • "Accused one [Jwara] said he’ll sort it out… Kenneth was released a day later. He was never charged, never appeared in court," said Kokoeng.
    Bogopane’s release from custody made up one of the charges against the officers – defeating the ends of justice – along with racketeering, drug dealing, fraud, theft and attempted theft.
    The drug trafficking charges relate to their alleged selling of 40 ‘bullets’ of cocaine for R80,000 cash in Hillbrow in 2005.
    Airport drugs
    On October 3 2007 the three men allegedly stole 198 kg of cocaine from the Johannesburg International Airport  and sold it for R1,425,000.
    • Six days later they allegedly attempted, but failed, to steal another 5.7kg of cocaine from the same airport.
    Asked during cross examination to explain how they priced their drugs, Kokoeng said: "When you get the drugs from police, you don’t go around trying to figure out how much they are worth… the idea is to get rid of them, so when drugs would normally sell for R60,000, we will sell them for R20,000".     Cops are attacked by gangs on- and off-duty:

    Besides succumbing to these strong lure of finding illegal ways to supplement their very poor pay-packets, South African cops also are showing severe psychological stress and turning to psychologists, despite the huge stigma attached to mental health issues in South Africa, it is reported this week. 

    Many policemen I treat wonder if they can cope”, said clinical psychologist Neil Amoore in Johannesburg. “ South African policemen are attacked by gangs both when they are on and off duty.”

    "They are concerned about whether they are going to be under more scrutiny during the World Cup, in the international spotlight. And they are concerned if they shoot to kill now it’s fine, but the rule will be rescinded and they will be punished after the World Cup."

    • ‘Failure to police WC2010 is not an option…’
    • Officials have made it clear that failure to police the World Cup is not an option. South Africa is boosting the size of its police force of 183, 000 (Our comment:  only some 76,000 of these police officers are actually operational – the rest are out of action due to long-term recovery from injuries, illnesses (often related to the co-epidemics of AIDS/TB) or are suspended while awaiting criminal trials. )
    • The SAPS has been given 200 revamped armoured vehicles to guard the WC2010 venues; 100 extra high-performance cars to accompany busloads of WC2010 tourists and football teams on the roads;  40 helicopters to guard them overhead; and various mobile command vehicles.

    Police are expected to be prepared for the worst case scenario, not just the possibility of murders and carjackings said spokesman superintendent Vish Naidoo. "We have simulations throughout the country to deal with any threats related to biological, radioactive or chemical (attacks), any disasters, kidnappings, hijackings of planes."

    Special operations officer Brenda Ramokolos, who is located in central Johannesburg’s notoriously rough Hillbrow highrise ghetto, says she ‘will never regret being a cop, despite the constant criticism and frustration.

    Mr Solomon is in my view, absolutely correct in his assessment: it also is my personal opinion, after many years of reporting on and writing about the increasingly besieged ’white’ minority in southern Africa, that there is no threat of any organised violence from the Afrikaner community to the hegemony of the State –rightwing or otherwise:  the Afrikaner has been plunged into such a fierce battle for economic and personal survival that they have neither the political will nor the economic means to mount any kind of militant attack, also because this would be physically impossible: this white minority obviously cannot ‘hide amongst the population’ as guerillas would normally be able to do:

    There is no “secret Boeremag arms cache”- a claim frequently made —  there are no secret ‘Boeremag’ guerillas ready to mount any counter-attacks: Afrikaner families now only have time to fight their own individual battles for daily survival inside their own homes. Even the homeless and totally impoverished Afrikaners are being attacked: with tens of thousands of them being threatened with forced removals by the State from Booysens to Kraaifontein to Krugersdorp… even their poor shanty towns and hidden caravan-settlements in former Afrikaner-run campsites aren’t safe from the State’s vengeance.

    • The only ‘’ Boeremag‘ now officially in existence is a group called Boere Vryheid, which is a totally non-violent and very little group, despite its militant–sounding name: and this tiny group of people is only clamouring to be given some form of semi-autonomy over a small territority where Afrikaners and Boers would still be allowed to defend themselves from these constant attacks by armed black militant youths. There’s also are some rather odd little Facebook groups which seem to have no goal at all except to argue about the various forms of Christianity.

Yet this minority is still viewed by the ANC-security forces as the source of the biggest threat to the security of the state…

    These Boers/Afrikaners have no rights to access the job market, being whites; they are homeless because they have no rights to land-ownership; and they are now on the run with no place to hide and no rights to any state-support, not even food handouts because they are whites.

    From this physically weakened community – daily hunger does that to people — no threat is posed to the State: there are no ‘Boer commandos’, there is no structural organisation which would be able to organise any kind of guerilla-warfare against the ANC-run state’s structures.

    There are only a great many very frightened, increasingly poor and homeless people, trying to survive this onslaught against them. And some amongst them may indeed speak bitter words in deep anger and frustration – and there are rare occasions when one of their youths will strike out in anger after a family member was murdered in an attack – but none of this is organised nor targetted against the hegemony of the State; all of it is based on pure helplessness.

    And I’ve been saying this for years to anyone who would care to listen – ever since those ridiculous and heartless arrests during the Mbeki-regime of a group of deeply religious Afrikaner family men, trapped by a man with a criminal record who had turned government agent.

    Now after wasting away for more than six years in isolation C-Max prison cells awaiting their trial while already being treated as if they are convicted criminals – one innocent man has already died from the filthy conditions in his cell – and even though the State has yet to prove these charges, these Afrikaner family men are still languishing there. And even now, there still are attempts by the State to torture or pressurise ‘confessions’ out of them or from their families outside:  Three Afrikaners sue police over torture during false ‘Boeremag’ arrests

    • These men were fingered as being ‘members of the the Boeremag’ by this state agent who he claimed were planning to attack ‘state structures’. Some strangely confusing events were attributed to this sonamed Boeremag by this state agent in his testimony and featured in dramatic headlines about ‘bombings’ targetting: (1) a shack roof blown off in Soweto which alas had killed a hapless young woman in her sleep several hundred metres away; (2) An ‘attack’ against a Mosque and a Buddhist temple, but little was damaged and no-one injured. None of these buildings were State-targets however. This group of men arrested for these so-called ‘terrorist bombings’ is still being widely referred to as the Boeremag – yet there never was such a violence-driven guerilla group at all – and there still isn’t: instead, one hears a lot of helpless talk and bluster amongst these defenceless, politically leaderless Afrikaners and Boers, but they pose no organised threat: their legal weapons have for the most part been taken away from them,  either by the State or by the black militant groups which atttack them in such large numbers. These Afrikaners, or as South African blacks generally refer to all whites, the ‘Boers’,  form no organised threat against the state, or even against their immediate neighbours.

    “I’ve been warning them but they won’t listen”:

    Mr Solomon, who is an expert on Islamic militancy, warned in the article in The Mercury that the South African intelligence services are "woefully, inadequately prepared" for the potential threat of terrorism during the World Cup next year: telling the newspaper how he ‘had been trying to warn authorities for some time about the threat of islamic terrorist action during the World Cup.”

    He said international policing agency Interpol had already warned of such a threat but “the South African intelligence services did not seem to be listening.

    • "Our intelligence services are extremely politicised," Solomon was quoted as saying,  adding that the intelligence services “would rather spy on investigative journalists to discover their sources than spy on potential terrorists”.

    "When I interact with our counter-intelligence people, they are more concerned about the Boeremag than al-Qaeda… But they are acting from an ideological perspective which is fundamentally out of sync with reality."

    In fact, said Solomon, head of the International Institute of Islamic Studies at the University of Pretoria,  islamic militants had already established cells in South Africa and even the international policing agency Interpol had been warning South Africa about this.

    El Qaeda cells plan attacks against US interests in South Africa:

    He was commenting in The Mercury newspaper on earlier reports that Somali terrorists linked to al-Qaeda have been planning to attack US interests inside South Africa. The Weekend Argus reported that the US government had closed its embassy in Pretoria and all other US government facilities for two days last month because intelligence agencies had intercepted a call from the township of Khayelitsha south of Cape Town to the al-Qaeda-linked Al-Shabaab extremist group in Somalia, discussing a plot to blow up American interests.

    • This was apparently to be in retaliation for the US military’s killing of an Al-Shabaab commander in southern Somalia. The US suspected the commander of having played a role in the fatal bombing of US embassies in Nairobi and Dar el Salaam in 1998.

    Police commissioner Cele ‘s public posturing forced the Somali cells underground:

    The sources added that the efforts by local intelligence agencies to trace the Cape Town Somalis was disrupted when police commissioner Bheki Cele went on national television to say that the country’s intelligence structures were “on top of the situation.” This prompted the Somalis to go further underground.

    Interpol also warned of islamic militancy during WC2010

    Solomon told The Mercury that he ‘had been trying to warn authorities for some time about the threat of terrorist action during the World Cup.” He said international policing agency Interpol had already warned of such a threat but “the South African intelligence services did not seem to be listening.

    • Solomon pointed to several instances where he said the local intelligence and security leadership had ignored potential terrorist threats for ideological reasons.

    He said the Pakistan government was convinced that two South Africans arrested in Pakistan after a gunfight
    between security forces and al-Qaeda elements a few years ago were linked to al-Qaeda.

    • But these two men had simply been released on their return to South Africa.
    • This also happened to two South Africans arrested in Uganda more recently.

    "Everyone outside this country seems to know who is threatening South Africa. We must not think we are protected because we are far away. Often these things have nothing to do with South Africa. They are just an opportunity to attack America."

    Other sources said that Somali terrorists devised the strategy to take on the US in South Africa because it was easier than fighting the superpower in Afghanistan, Pakistan and Somalia.

    • NIA spokeswoman Lorna Daniels refused to comment on the weekend reports. However, a source quoted in the Weekend Argus said: "What has been established is that the Cape guys are linked to al-Qaeda cells in Somalia, who are connected to the group in Afghanistan. We have established that most al-Qaeda operatives are relocating from Afghanistan to Pakistan, attracted by increased lawlessness in Pakistan.
    • "Our information is that there is a trail that links Afghanistan, Pakistan, Somalia and, most interestingly, Mozambique where Somalis have formed an anti-US cell already.

    Large move by Somali terrorist cells from Mozambique to SA:

    “The interception revealed that these people plan to move en masse from Mozambique to here (SA) in 2010 to attack American interests. Their point is that SA is not a target, but if South Africans are caught in the crossfire, then that would be unfortunate. Part of the intercepted conversations are on how America was stronger elsewhere but could be vulnerable here in South Africa."

    This in spite of the US boosting security at its new premises in Sandton and Pretoria. US embassy spokeswoman Sharon Hudson-Dean refused to comment on the threat, saying: "We do not comment on intelligence matters."

    An NIA official said yesterday: "This is classified information. If you publish it, this will jeopardise an operation already under way."

    • However, the source said Cele had already said publicly that intelligence officers were on the track of the extremists. "I do not mean to be alarmist, but the US was right to take these people seriously because, we now know that they have links with shady characters who have access to old military hardware in Eastern Europe," said the source.



    Boeremag trial: ‘State prosecution has finally closed its case – now it’s the defence’s turn… June 18 2007Trial-awaiting Herman Scheepers died from prison-incurred infection after suffering four years of hell in filthy cells  – Pretoria – Monday June 18 2007 — After more than four years, the State has finally closed its case in the Boeremag trial.  However the incredible suffering of these accused Christian men won’t be over for years. They have all consistently denied guilt of all 42 ‘terrorism’ charges.Thirteen of these 21 accused have been incarcerated in filthy, high-security jail cells and treated like convicted prisoners throughout that time — including Herman van Rooyen and Rudi Gouws, desperate men who still are forced to attend their trial in shackles after escaping from the cells at the High Court and evading police for nine months before they were recaptured. All of these men suffered extensive torture, physical and mental, while in prison. Though yet to be proven guilty of any charges against them, these men were tortured with sleep deprivation torture, excessive noise torture, underfeeding, filthy conditions and physical beatings by the investigating police but also their jailers and fellow prisoners. Indeed this torture became so dangerous to their health that their long-time, dedicated attorney, Paul Kruger of Pretoria, travelled to the Netherlands to personally file their official statements about this maltreatment in prison with Amnesty International in Amsterdam. However this so-called ‘human rights’ organisation which supposedly fights for the rights of all prisoners worldwide, has thus far completely ignored the plight of these incarcerated Boer-Afrikaners — indeed they did not  even have the basic courtesy to respond to the petition, filed in 2003. One of the Boeremag-21, Herman Scheepers — a hale and healthy Boer before he was dumped in a C-Max prison cell, died of a virus infection contracted in jail.This is not surprising: according to their Amnesty International statements their prison cells frequently filled up with the backed-up, infectious sewage from the prison’s overflowing sewage plant. Their families also are suffering greatly from the loss of their wage-earners: while one accused was married shortly after the trial started, six have since been divorced. The South African taxpayer also directly supports all the expenses of this trial: All the accused have legal aid assistance, and the trial already costs the Legal Aid Board far over R11-million ($1,1-million) by June 2007. The trial prosecutors’ record consists of more than 28,000 pages and these Boers and their defence councils moreover are being ‘presumed guilty’ by the State and will have to prove the inaccuracy of each paragraph on these 28,000 pages…  – turning around the legal requirement that the State must prove its case…The trial started in Pretoria’s Palace of Justice amidst great public interest and extremely tight security measures over four years ago, with these family men shuffling into court clapped in chains each day as if they already were convicted criminals.It has since moved to the Pretoria High Court building with only a few family members and the occasional journalist attending. There’s almost no news coverage now. Almost 160 witnesses by the end of the State’s presentation of the case in June 2007 have testified for the state, including a highly-paid police spy who claimed that he had ‘infiltrated’ the inner circle of a group he referred to as the Boeremag.
