It was revealed that under the guidance of Pres Jacob Zuma, the two most important departments in the country – namely the National Planning Commission and the Presidency – are creaking along at a whopping 87% vacancy rate. The National Planning Commission was created in Sept 2009 by the cabinet ‘to develop a long-term vision and strategic plan for South Africa. However of its 62 posts, only 8 employees are left to run it: there are a whopping 54 vacancies.
The National Planning Commission was held out to the voters as ‘recognise the primacy of Cabinet as the final arbiter and ultimate collective decision-making body responsible for all major policies and plans.’ And out of the Presidency’s 571 posts, there are also another 143 vacancies. This was revealed after DA-parliamentarian M.Swart enquired about the current vacancy-levels in these two crucial departments.
According to the information on their website, the National Planning Commission “was a new initiative of government which was approved by the cabinet in August 2009’. It is chaired by the Minister in The Presidency for National Planning. The NPC will be the body ‘responsible for developing a draft long-term vision and strategic plan for South Africa.” With only 8 employees left to run it.
This is President Zuma’s speech on June 24 2011 in regards to the budget: one comment stands out, namely that ‘ the Information Bill has no malicious intent’ …
